Following an outbreak of canine flu in Japan, an Executive Decree leads all dogs to be quarantined on an island. Atari Kobayashi, a twelve year old ward to corrupt Mayor Kobayashi, journeys there to rescue his dog Spots and gets help from a pack of misfit canines who have also been exiled.
